Since the dawn of the Geneva Conventions and the United Nations Convention Against Torture, the United States has played a key role in promoting the rule of law and championing universal human rights, including freedom from torture.

Unfortunately instances like Abu Graib, secret prisons, and extraordinary rendition have cast a shadow over our country and led friend and foe to question whether we believe in human rights and the rule of law.
