LEGISLATION: Biden-Lugar Resolution


S. Res. 30 introduced in the Senate by Sen. Joseph Biden (DE) on January 13, 2007

The resolution expresses the sense of the Senate that the U.S. should work to reduce the risks posed by climate change and encourage economic growth through new technologies. It stipulates that the U.S. should participate in international negotiations under the UNFCCC, as well as in other fora, in order to sign binding agreements that serve the U.S.'s economic interests, establish mitigation commitments by major emitters, and establish flexible international mechanisms to minimize the cost involved in mitigation and serve to reduce global greenhouse gas emissions significantly. S.Res. 30 would establish a bipartisan Senate observer group to monitor international negotiations on climate change and to ensure that the Senate exercises its advice and consent function in a manner that facilitates timely consideration of a treaty. The observer group will be designated by the chairman and ranking member of the Senate Committee on Foreign Relations.
